According to the EPA Landfill Methane Outreach Program (LMOP) many Ohio landfills could benefit from collecting methane and converting it into electric power.
A variety of new financial incentives and tax credits are available through the American Recovery and Reinvestment Act. Here are just a few:

Investment Tax Credit (ITC) allows a tax credit of up to 30% of the cost to install and commission a landfill gas to energy facility.

Treasury Department Energy Grants in lieu of tax credits
Additionally, the bill has extended the in service date for the PTC to December 31, 2013. This extension may allow you to commence development of your landfill and take advantage of the available credits as well as generate additional revenues through the creation and sale of Renewable Energy Credits REC’s into the Renewable Portfolio Standards (RPS) markets.
